6302 5510 Synopsis number 96134. DITCO-Europe plans to issue a Request
For Proposal to procure an indefinite delivery requirements type
contract for commercial telecommunication services to support U.S.
military forces involved in Operation Joint Endeavor. The geographic
scope of the services currently encompasses three areas; Hungary,
Croatia, and Bosnia-Herzegovina. There is some potential for an
expansion into neighboring areas at a subsequent time. Each geographic
area will contain a number of individual service sites. The total
number of sites serviced by the contract is estimated to be about
fifteen. The awardee will not be required to activate all sites at the
start of the contract. At contract award, the five sites in Hungary
will be activated; the Government will issue delivery orders to
activate the remaining sites as they are required. Upon the issuance of
a delivery order, the awardee will conduct a survey of the actual
requirement quantities necessary. An Engineering Design Concept(EDC)
will be prepared which defines the solution for that particular site.
Upon government approval of the EDC, the Government will order the
necessary quantities and types of items from the pre-priced contract
schedule. The awardee will be required to provision, install, operate
and maintain the network solution. The offerors should assume no
existing infrastructure(government or commercial) will be available for
use in the design, provisioning, or installation of the network.
Network features required include voice and data transmission,
Integrated Services Digital Network(ISDN) capability, connectivity to
existing U.S. Military networks as well as commercial long distance
access,and Local Area Network(LAN)capability. Respondents must
demonstrate their ability to provide all necessary operating permits
and licenses. Respondents must demonstrate a satisfactory performance
history on similar type requirements and provide evidence of Secret
level security clearance. The Contractor must carry a full array of
liability insurance. The Government requires that a fully operational
system for the five Hungarian sites be in place within 45 days after
contract award. This notification is issued subject to availability of
funds. There are currently no funds approved for the services required
by the Statement of Work. Interested offerors should submit their
request along with evidence of their ability to perform the
requirements outlined in this synopsis. The government will evaluate
information and solicit proposals from those vendors who can obviously
meet the requirement. Requests must be received not later than 3 May
