S -- R&D FOR FIRE RESISTANT FABRIC SOL N00140-96-R-L116 POC Matthew Sweeney, Contract Negotiator, (215)697-9675. FISC Norfolk Detachment Philadelphia intends to competitively procure R&D Services for Fire Resistant Fabric for the Naval Clothing and Research Facility at Natick, MA. This program shall develop and assess emerging or conceptual Fire Resistant fiber and fabric technologies which show promise of achieving low cost, protective performance, and durability. A three phase approach will be used to minimize risk. During Phase I, the contractor shall develop the technology, produce a small labratory sample of fabric yardage, and collect and provide and test data demonstrating performance characteristics. During Phase II, the contractor shall further develop the technology to improve weak performance areas identified during Phase I and shall produce sufficient quantities of sample yardage for independent Government testing, and garment fabrication. If deficiencies are identified during these evaluations, further development of the candidate FR fabric may be undertaken in Phase III, which would require a second round of laboratory, user, and fuel fire envelopment evaluations. Newly developed fire retardant treatments will be considered only if treatment is subjected to US Army Surgeon General protocol for skin toxicity testing. Foreign fibers may be considered if fabric formation will occur domestically. Successful fabrics will be recommended for further full production development. A Cost Plus Fixed Fee contract is contemplated. This is an Unrestricted Procurement.
