French, Contracting Officer, (423) 576-4849 The U.S. Department of Energy (DOE) is planning to issue a ''draft'' Invitation for Bid (IFB) for removal, treatment, and disposal certification of remote-handled transuranic sludges presently stored at the Oak Ridge National Laboratory (ORNL). The draft IFB will be released on or about May 1, 1996. The sludge inventory consists of approximately 700 cubic meters. The waste and surrounding tank vaults have radiation fields as high as 20 rem/hr. The waste must be treated to meet Resource Conservation and Recovery Act (RCRA) Land Disposal Restrictions (LDR) and the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria (WAC), or the Nevada Test Site (NTS) WAC, depending on the activity of the final waste form. It is the intent of DOE for this project to be totally regulated by external organizations such as the Nuclear Regulation Commission (NRC), U.S. Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA), etc.. The purpose of the ''draft'' IFB is to allow perspective offerors an opportunity to comment on DOE's overall contracting strategy and proposed contract language.
