Standards and Technology (NIST), intends to negotiate with EG&G
Instruments, 100 Midland Road, Oak Ridge, TN 37831-0895, on a sole
source basis to acquire a Integrated Ultra-Low Background 8 Detector,
Computer Controlled Alpha Spectroscopy System. The Government also
requires on-site installation and training, one year warranty to
include parts and labor, FOB destination Gaithersburg MD, and a
required delivery within 60 days after contract award. This is a sole
source procurement in accordance with FAR 6.302.1, Only One Responsible
Source, because EG&G Ortec based Alpha Spectrometry system is the only
source compatible with the low-level radiochemistry program's
akoga-particle metrology facility in the Radioactivity Group. The
integrated system shall consist of at least eight (8) complete
alpha-spectroscopy units (chambers, detectors, and associated
electronic components) and shall require only a single connection to a
vacuum pump and a single connection to a 486-66 PC to provide full
functionality. Each modular spectroscopy unit shall have the following
independent functions: Vacuum Chamber; each vacuum chambers shall be
constructed of low-background materials (less than one
count/hr/detector) and shall be easy to decontaminate, and easy to
remove in the case of severe contamination. Each chamber shall have
multiple sample tray mounting distances from the detector, with a
minimum distance of less than 4 mm. Each chamber shall have a front
panel mounted PUMP/HOLD/VENT valve. The chambers shall be connected to
a single vacuum manifold and the entire system shall be in a table-top
mount, with provision for installation into a 19'' rack. The chambers
shall have a high performance O-ring seal which is capable to maintain
a vacuum of less than one millitorr. vacuum control; a computer
monitored-vacuum gauge from 0-1000 millitorr for each chamber.
Integrated vacuum control circuitry to monitor each counting chamber
shall be provided with the system. Test pulser; front-panel adjustable
potentiometer control from 4-10 MeV,less than 50 parts-per-million per
degree Celcius instability, front panel on/off switch. Amplifier and
preamplifier; bias supply: Multi-Channel Analyzer (MCA); silicon
ion-implanted detectors, zero to negative 20 volt bias to the source
plates. Analog Digital Convertor (ADC); Multiplexer/Router. All
electrical connectors and cables required for power, computer control,
Windows-based software for spectral display, data analysis and data
printout shall be included. Power input 120 V AC and 60 Hz. The
spectrometers shall be operable from a single 486-66 PC. MS-Windows
based system software, Maestro and Alpha Vison (A36-BI), to monitor and
operate the unit and to perform spectral analysis. It shall include:
MCA control, Preset selection: Real time, live time, peak count,
integral count. Spectral fitting and analysis, 3.5'' floppy disk
storage of data and spectrum. One each of all four sizes of sample
trays (to accommodate 1/2'' - 7/8'', 3/4'' - 1'', 1 1/4'' - 1 1/2'',
and 1 3/4 - 2'' diameter sources) including eight additional sample
trays for 3/4''-1'' samples. One of non-Nim Dual-Port Memory Cable
FAN-Out Box to connect two OCTETE PC systems to one personal computer.
Provide special vacuum connections for two Octets PC systems that
shares a single portable pump station (PPS115). Interested offerors may
identify their interest and capability to respond to the requirements
by submitting a capability statement. The capability statement must
provide adequate information and qualifications of your ability to
provide the requested system in order for the Government to consider
whether to open this request for competition. However, all capability
statements received within 45 days after date of preparation of this
