A -- ISRAELI BOOST-PHASE INTERCEPT SYSTEM (IBIS) POC POC: Karen Byrd, (703) 693-1544, CBD Reference Number: BMDO 96-19. The Ballistic Missile Defense Organization (BMDO) intends to negotiate with Wales, Ltd., Ramat-Gan 52521, Israel for a cooperative U. S. - Government of Israel, Israeli Boost-phase Intercept (BPI) System risk mitigation effort. The Israeli Boost-phase Intercept System (IBIS) is an unmanned aerial vehicle based, kinetic weapon system concept designed to negate theater ballistic missiles during their boost-phase of flight. IBIS study results from previous contracts with Wales, Ltd. produced a viable BPI concept. To further explore commonality between Israeli and U.S. UAV-based BPI needs, the previous study results will be further developed and component prototyping and demonstrations will be performed. These prototyping and demonstration efforts will address IBIS technology areas deemed to be moderate to high risk: components of the MOAB Interceptor, the battle management, command, control, communications, computers and intelligence system, search and track instrumentation, and air vehicle technologies. This procurement will enable BMDO to benefit from Israel's unique knowledge of theater missile defense gained through wartime experiences, and their knowledge of Unmanned Aerial Vehicles operating over hostile territory. This procurement will also capitalize on existing unique corporate teaming arrangements and proprietary data rights possessed by Wales, Ltd. and recognized by the Government of Israel. Work will be performed within the State of Israel. This is not a request for proposals. This proposed contract action is for supplies and services for which the U. S. Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. See Numbered Note(s): 22. (0115)
