(919)466-4751 This solicitation is for civil engineering design
services for utility projects at MCAS Cherry Point, NC. This is NOT a
request for proposals. The contract will be of the Firm Fixed
Price-Indefinite Quantity type. The duration of the contract will be
for one year from the date of the initial contract award; however, the
government reserves the option to extend the contract for an
additional 12 months. Subject to necessary changes, the total A&E fee
that may be paid under this contract will not exceed $1,000,000.
Initial projects are Project Nos. CPH0302M2, Sewer System, Officer
Housing CPH0201M2, Sewer System, Lanham Housing, CPH0501M2, Sewer
System, Slocum Village, and CPH0002M2, Sewer System, Hancock Village.
Project work secured under this contract will be on an as-needed basis.
Designs skills could be for the following repair and improvement
utility project types: sewage systems, industrial waste systems, and
municipal water systems, storm drainage systems, fuel distribution
systems, air and gas systems, steam and hot water systems,
communication systems and electrical power systems. Related design and
engineering skills in mechanical, electrical, geotechnical,
environmental (including investigations and assessments) and surveying
should be addressed. Typical project work may include (a)
infrastructure maintenance and repairs to facilities, (b)
nondestructive and destructive testing to existing facilities (c)
studies and (d) environmental permitting including the sampling, lab
analysis, and reports to support the permitting process. Other projects
of the same basic professional skills may be added by delivery order to
the contracts without additional announcement. The firm must
demonstrate qualifications with respect to the evaluation factors
stated herein. The A&E must demonstrate his and each key consultant's
qualifications with respect to the published evaluation factors for
design and all option services. Specific evaluation factors include:
(1) Professional qualifications and profession registration of the
firm's proposed personnel and its consultants (if proposed), necessary
for satisfactory performance of required services. (2) Specialized
recent experience of the firm (including consultants) and technical
competence in the type of work required. (3) Capacity to accomplish the
work in the required time. (4) Past performance on contracts with
Government agencies and private industry in terms of demonstrated
compliance with performance schedules for projects, and evidence of
demonstrated long term business relationships and repeat business with
Government and private customers. (5) Specific internal quality
control procedures proposed for projects of this nature. (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
(7) Geographical location of the firm (including consultants) and
knowledge of the locality of the work area. Application of this
criteria is contingent upon receiving an appropriate number of
qualified firms, given the nature and size of the project. (8) The
volume of work previously awarded to the firm by the Department of
Defense (DOD) shall also be considered, with the object of effecting an
equitable distribution of DOD architect-engineer contracts among
qualified architect-engineer firms. Firms which meet the requirements
described in this announcement are required to submit one copy each of
a completed SF 254 and an application specifically prepared for this
solicitation by MCAS Cherry Point. This application shall be used in
place of an SF 255. Interested firms may call or write for an
application. Copies of SF 254 forms are also required for proposed
consultants. Inquiries shall refer to contract number and title. This
proposed contract is being solicited on an unrestricted basis. A
subcontracting plan will be applicable to this solicitation. Firms
responding by Close of Business 10 June 1996 will be considered.
