053196 e National Institute of Standards and Technology (NIST) has a
requirement for a contractor to perform non-personal services for the
purpose of developing chemical databases from NIST available on the
World Wide Web and corresponding Windows programs. The specific
database to be brought onto the Web will be the NIST Structures and
Properties database of organic thermochemistry. Extensions to the
database will also be included as part of the project. The contractor
shall develop the Web version of the Structures and Properties Program
(S&P). Under Task 1, the contractor shall develop, code and debug the
Structures and Properties database modules into NT based servers
running on computers at NIST. This integration must include development
of any needed security measures and charging mechanisms if required for
data delivery. The task includes: (1) General modules for accepting
user input from the Web, including formulas, chemical names, and
property screens, (2) Modules for displaying complex tables of
thermodynamic and thermophysical data, (3) Specific modules for
retrieving the thermodynamic and thermophysical data in the database,
and (4) Specific modules for processing standard ASCII files containing
standard formats of connection tables to be used for estimation. Under
Task II, the contractor shall develop, code and debug the Structures
and Properties database modules for use under Windows. Code shall be
developed so that it is functional under both 16 and 32 bit versions of
Windows running on X86 based architectures. The task includes: (1)
General modules for accepting user input, including formulas, chemical
names, and property screens, (2) Modules for displaying complex tables
of thermodynamic and thermophysical data, (3) Specific modules for
retrieving the thermodynamic and thermophysical data in the database,
and (4) Specific modules for processing standard ASCII files containing
standard formats for connection tables to be used for estimation and
modules for the delivery of data from NIST supplied Windows based
chemical drawing programs. The services (one-man year) are required for
a one-year Base Period and an additional one-year option period.
Proposals will be evaluated on the contractor's ability to meet the
Statement of Work, experience, and price. Of the evaluation factors,
technical is significantly more important than price. The offeror shall
have a background in chemistry in order to fully understand the nature
of the problems as demonstrated by publications as well as formal
credentials. The offeror must have demonstrated experience in
developing programs for MS-Windows using C or C++ language. The offeror
must have demonstrated experience in using CTREE database code. The
offeror must have a demonstrated ability to document fully all work
including detailed descriptions of the functioning of the modules
developed. In all cases, the demonstration of experience must be by
working programs. Sample code associated with the programs must be
provided in order to overall qualify previous work. All small business
responsible sources may submit a proposal which will be considered.
