Mar 96, have been reviewed for technical acceptability. This notice of
contract action is published to provide the following: the Air Force
intends to award a task order type contract for flight test support of
B-1B and B-52 flight test at Edwards Air Force Base. Both B-1B and
B-52 System Program Offices have on-going support contracts that
provide these services. The objective of this acquisition is to allow
Edwards AFB to supplement existing support as needed. The required
support will be individual tasks (indefinite delivery/indefinite
quantity.) The following is a list of possible required nonrecurring
engineering and technical services/tasks to be performed following
receipt of a specific task assignment: (1) Flight Test Readiness
Review: Support the flight test readiness reviews by presenting the
results of contractor's flight test planning effort and an analysis
from previous flight test results, and present status of the
appropriate systems and crew procedures or related assignments; (2)
Operations Outline and Checklist (OOCL): Generate an OOCL for each
flight by or before T-4 days to the scheduled flight. The OOCL is the
flight test procedure utilized by the Offensive System Operator; (3)
Mission Data Transfer Unit Cartridges (DTUC): Build the Mission DTUCs
using the Contractor Mission Data Planning System or the Air Force
Mission Support System (AFMSS), as applicable, required to support a
flight sortie; (4) Data Processing/Data Flow: Process the data by
decoding the data stored during the flight and output the standard data
products in a format requested by the Air force; (5) Crew
Familiarization: Assist in crew familiarization in the Integrated
Facility for Avionics Systems Test (IFAST). This serves as a vehicle to
properly review and exercise flight procedures resulting in an elevated
level of confidence and flight test success; (6) Instrumentation
Support: Provide instrumentation support for flight, ground test and
lab activities as directed by the Air Force; (7)
Investigations/Recommendations/Studies: Perform investigations,
studies, and test or prepare recommendations for engineering issues on
subsystems hardware, software, firmware, associated equipment, test
problems, deficiencies or repair problems as directed by the Air Force.
Support technical interchange meetings involving planning for data,
instrumentation, and test conduct and meetings regarding investigations
and studies they have been directed to perform; (8) Instrumentation
Modifications: Provide modifications to the B-52 and B-1B
instrumentation systems as directed by the Air Force. Prepare designs
and modification packages for the instrumentation mods per Edwards Air
Force Base standards. Provide instrumentation modifications to the
Airborne Data Acquisition System (ABDAS) as directed by the Air Force;
(9) B-1B Terrain Following, Navigation and Bombing System Test and
Evaluation: Provide flight test support for flight test evaluation of
B-1B terrain following, navigation and bombing system regression or
interference compatibility tests as required. This may include
investigations using simulations, preparation of test objectives and
Test Information Sheets, post-flight analysis and preparation and
submittal of recommendations and a test report of results and
conclusions; and (10) Test Support in the IFAST: Operate IFAST system,
including offensive radar system during anomaly or compatibility
investigations. Analyze the data and prepare and submit recommendations
and a test report of results and conclusions. The Air Force anticipates
a contract with Boeing Mojave Test Center, Edwards AFB CA, pursuant to
FAR 6.302-1. The proposal due date will be specified in the
solicitation. The solicitation will be issued on or about 24 May 96.
