operation of a travel management Center for the U.S. Department of
agriculture, the U.S. Office of specialcounsel, and the merit systems
protection Board. The estimated annual air ticket sales are $14.2
million, $52,000, and $270,000, respectively. A minimum rebate for each
agency is required. This is an all or none procurement-onecontract will
be awarded under this Solicitation. This Solicitation will be competed
under full and open competition procedures. Requirements include:
Anoff-site facility located within 5 Miles of the USDA office at 14th
& Independence avenues, SW, Washington, DC, and located NO further than
two blocks from a metro-rail station. Travel agents must have in-depth
knowledge of International faring; must be able to utilize the USDA
Government transportation system (GVTS) for billing and reconciliation
through the national Finance cetner the GVTS is a more complex system
than the American express gta accounts in that th TMC must atke amex
information, add certain agency specific data, generate a new magnetic
or diskette which expands billing reconciliation to anagency-by-agency
basis, and forwarded to the national Finance Center within 5 days of
receipt). The GVTS must be operational for testing purposes 30 days
prior to contract start-up and must be operational on the first Day the
contractor issues tickets. Ticket delivery services are required at
least twice daily to more than 40 points in the Washington, DC area.
There is also national delivery services for some offices of the USDA,
and for the merit systems protection Board. Other requirements include
the issuance of tickets in foreign currencies against gtrs with
equivalent fares paid in US dollars. The Solicitation will be issued on
or about may 9, 1996, and Close on or about June 10, 1996, with an
anticipated contract start-up date of November 2, 1996. Offerors

include their mailing address and telephone number in the body of their
request. The Government intends to issue the Solicitation on 3.5''
floppy diskettes. The Government may issue the Solicitation via
electronic mail. Those interested shall include their E-mail address
