Deflectors are located below the waterline on the downstream side of the spillway bays. Work areas must be dewatered by the contractor. The governments floating bulkheads from the navigation lock and floating bulkheads from previous spillway deflector installation at other dams will be made available to the contractor. Contractor must modify these existing bulkheads to make them work at Ice Harbor spillway. Contractor may use its own dewatering method in lieu of using government bulkheads. Virtually all work will be performed from floating plant. Underwater diving work will probably be required. Work includes drilling holes in concrete, grouting anchor bars into concrete, and furnishing and placing approximately 2,000 cy of reinforced concrete. Reinforcement consists of rebar and wire fiber. Wire fiber concrete will be either cast-in-place or pneumatically applied concrete. Approximately 600 cy of wire fiber reinforced concrete. Estimated cost between $5,000,000 and $10,000,000. Payment of $45.00 (forty five) for plans and specifications to accompany request for solicitation. The Standard Industrial Classification (SIC) code for this acquisition is 1629. The small business size standard is average annual receipts for it's preceding 3 fiscal years must not exceed $17.0 million. If a large business is selected for this contract, it must comply with FAR 219-9 regarding the requirement for a subcontracting plan on that part it intends to subcontract. The intended subcontracting goals are that a minimum of 52.5% of the contractors intended subcontract amount be placed with small businesses (SB), including 8.8% with small disadvantaged businesses (SDB), and 3.0% with women-owned small businesses (WOB).
