Directorate of Contracting, U.S. Army Garrison, Aberdeen Proving
Ground, Marylamd, is seeking sources who can provide an
Anti-Armor/Materiel Target Engagement System adaptable to the current
family of mobility platforms (HUMMV), with system capability as
follows: reusable; all weather, all-terrain; day night; manportable,
employed in either a ground or vehicular mounted role; perform
effectively against stationary as well as moving targets under
battlefield conditions, i.e., darkness, diverse meteorology, smoke and
dust, at ranges greater than or equal to 4,000 meters; accuracy 0.3 -
0.5 meters; desired non-line of sight capability; direct fire action,
with capability to lock-on after launch, redirect and reacquire target
while in-flight, and lock-on before launch modes of operations;
operable by one or two people; maximum weight 50 pounds including
ammunition; provide ``Go or No Go'' status immediately after placing in
operation; deploy/transport system in all military/civilian vehicles,
air and water platforms; adaptable to current vehicle mounting
configurations, i.e. ring mount used with HUMMV, and be integrated into
vehicle's power/electrical system with no major modifications; employ
in electronic countermeasures environment to track and engage targets;
survivable against chemical and biological agents, able to be
decontaminated with standard Army decontaminants; able to operate in a
variety of climatic, terrain, and oceanographic areas, ranging from
desert to jungle to Arctic conditions (-40 degrees to 140 degrees
fahrenheit); able to fire across open bodies of water, both fresh and
salt, with no or minimal degradation to accuracy and lethality; must
not generate excessive shock, recoil, signature or toxic fumes. This
synopsis is for information and planning purposes only and does not
constitute a promise to contract nor a commitment of any kind. This is
not a request for proposals; no solicitation exists. The Government
will not assume any liability for costs incurred by respondees in
providing information in response to this sources sought synopsis.
Contractor response should fully document current capability to respond
to a system with the foregoing characteristics, including product
specifications, pictures, drawings and any commercial/marketing
material available. Responses should be submitted by 14 June 1996 to
