16 -- CBMTS FOR CMUP MOD KIT FOR B-1B MUNITIONS TESTER DUE 051796 POC Steven T. Brumfield, (513) 255-5024/5425, Contracting Officer. CONVENTIONAL BOMB MODULE TEST SETS (CBMTS) FOR B-1B AIRCRAFT. This CBD nnouncement constitutes a Sources Sought Synopsis. The B-1B Systems Program Office (SPO), Aeronautical Systems Center (ASC), is planning on procuring: (a) two additional Conventional Bomb Module Test Sets (CBMTS) 750-4, (b) upgrading three (3) existing 750-2 CBMTS to 750-4 configuration, and (c) bringing a development unit 750-4 unit to a production configuration to enhance supportability of the Conventional Mission Upgrade Program (CMUP). The CBMTS for B-1B CMUP is the modification of an existing B-1B Aircraft/Bomb Module/Munitions interface tester which is portable (in a combination case) and deployable. The CBMTS currently is used to test the Conventional Bomb Module System. This upgrade will provide the capability to checkout the Multi-Purpose Rotary Launcher (MPRL) in the conventional/MIL-Std-1760 configuration. The contractor will be required to (1) procure/fabricate two new 750-4 units (CBMTS) using existing design, (2) upgrading three 750-2 units to 750-4 configuration, and (3) bringing one development unit to production configuration. This effort is to include: (1) procuring materials, (2) setting up a production line, and (3) producing/assembling the necessary hardware/software, preparing required data, and testing and integrating units for the required delivery of 2nd Quarter FY98. Contractors interested in this effort must submit the following information to the government for evaluation no later than 17 May 1996. Responses should be concise and program specific with special emphasis on B-1B related experience and qualifications and include (1) description of experience in integration of support equipment with aircraft, specifically in integrating support equipment with aircraft hardware and software and development of installation data from both contractors and government sources, (2) description of facilities/assets currently available to accomplish the manufacturing of machine parts and cabling, (3) list the qualifications and B-1B experience of lead management, support equipment engineering, manufacturing, and quality assurance, and other personnel projected to work on the program, (4) description of your experience with subcontractor/vendor selection and management systems planned to be used, (5) indication of large or small business in relation to SIC Code 3812, size standard 750 employees, and (6) indication of the level and types of B-1B technical data that is available, and the analytical tools and supporting data bases for those tools required to redesign (if required), fabricate and assemble for this production effort. Although current B-1B, Multi-Purpose Rotary Launcher (MPRL) and, CBMTS data is available, specifications and drawings for the -4 CBMTS are not available. Notwithstanding the availability of data, the contractor would be responsible for the integration of this support equipment with MPRL and aircraft. Contractor and/or government site visits at the earliest opportunity for discussions are encouraged. Contractors shall address their plan for acquiring those resources and capabilities not currently in-house to meet the indicated delivery date.
