Projectile Deformation System (PDS): Bechtel National, Inc., acting as agent for the US Army Corps of Engineers on the Chemical Stockpile Disposal Program (CSDP), intends to competitively solicit 1 Projectile Deformation System, with options for 4 additional projectile deformation systems that may be exercised through year 2000. The Projectile Deformation System (PDS) shall consist of: modular assemblies to deform 4.2 inch/105mm, 155 mm, and 8-inch munitions, a hydraulic power unit, hydraulic cylinders, control panels, a scale receptacle, and protective guards. The system shall be stand-alone and located outdoors under a canopy-type roof (provided by others). The modular assembly shall deform projectiles that have been processed through a furnace, using a combination of high pressure (approximately 10,000 psi) hydraulic cylinders and punches. The scale receptacle shall collect the residue from the furnace processing. Seismic structural design calculations (for UBC seismic zone 3) and reliability, availability, and maintainability (RAM) analysis (for a system availability of 90% or greater) are required. Delivery will be required approx. 7 months after award. This procurement is unrestricted with regard to business size. Evidence of shop capacity and capability to perform projects of this size, type, and complexity, on schedule, will be required. This solicitation will be a negotiated procurement. Request for Proposal (RFP) shall be pursuant to Contracting by Negotiation as described in FAR Part 15. This solicitation will be issued approx. 10 May 1996 and RFP closing will be approx. 30 days thereafter.
