The materials shall be delivered to the Refuge in shipping containers which will remain at the Refuge for storage during construction of the building by the Government. The delivery site is located approximately 44 miles from Hilo on the island of Hawaii. Access to the site includes traversing approximately 14 miles of unimproved dirt and gravel roads.
