Synopsis NO. 39. The Space and Naval Warfare Systems Command (SPAWAR)
is the acquisition agent for Navy shipboard super high frequency (SHF)
satellite communication (SATCOM) radio systems. An emerging
operational requirement for shipboard SATCOM systems (SHF and other)
demands that all above-deck portions of shipboard SATCOM systems (e.g.
the antenna, radome, antenna foundation, antenna components located
above-deck, topside structural additions necessary to install SATCOM
systems) meet stringent radar cross-section (RCS), or high resolution
radar backscatter, constraints. SPAWAR intends to ensure that future
procurements of SATCOM antenna groups meet RCS requirements developed
for specific ships or ship classes. SPAWAR requests the following
information from all potential providers of SHF SATCOM shipboard
antennas: Do you have now, or do you have the capability to determine,
high resolution RCS (radar backscatter) characteristics of your SATCOM
antenna system(s) in the size range of four to ten feet reflector
diameter (plus radome if used)? Note: to be useful, RCS data should be
expressed in terms of square meters or dBsm, relative to all azimuth
and elevation rotations of a specific antenna, at identified look
angles, and for identified frequency ranges. This is a request for
information on the existence of relevant RCS data, not a request for
RCS data itself. SPAWAR may follow up this request for information with
additional requests for actual RCS data pertinent to specific antenna
types and sizes. Interested parties must have access to a SECRET
clearance and may obtain specific Navy SHF SATCOM antenna RCS
requirements upon verification of security clearances and need to know.
Since Small Business (SB), Small Disadvantaged Business (SDB), and 8(a)
firms are a major concern of SPAWAR, all respondents should indicate
their status as a SB, SDB, or 8(a), or the extent to which they could
include SB/SDB or 8(a) as a significant part of a resultant
procurement. For further information on specific RCS requirements and
