69 -- SIMULATED AREA WEAPONS EFFECT RADIO FREQUENCY SUPPORT EQUIPMENT SOL N61339-89-C-0098 POC Barbara Ladd, Contracting Officer, at (407)380-4099 The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement to provide technical, administrative and field support to accomplish the integration, demonstration testing and fielding of the Simulated Area Weapons Effect/Multiple Integrated Laser Enhancement System II (SAWE/MILES II) at the National Training Center, Fort Irwin, CA, and at the Joint Readiness Training Center, Fort Polk, LA. STRICOM also has a requirement to fabricate and provide 21 SAWE/MILES II Vehicle Detection Devices which integrate SAWE/MILES II with the Aircraft Survivability Equipment Trainer IV (ASET IV). The estimated value of these requirements is $980,000.00. Efforts include continuing support to ensure proper integration through Interface Control Documents (ICDs); continuing technical support to maintain the currency of the core instrumentation subsystem to UHF Base Station ICDs; provide technical support at the fielded sites during installation, checkout, testing and integration of the VHF/UHF Radio Frequency links and the assemblies; maintain SAWE/MILES II Player Detection Devices and Vehicle Detection Devices modified to be compatible with fielded equipment; and maintaining Loral Systems Company test equipment. This time and material effort is to be procured from the SAWE/MILES II development contractor, Loral Systems Company, 300 North Halstead Street, Pasadena, California, 91109. Required period of performance is July 1996 through June 1997. Loral Systems Company is the only source for the SAWE/MILES II System, and therefore the only source capable of performing the integration effort with the fielded systems. The Government does not have the appropriate documentation to convey the engineering performance characteristics or physical configuration of the integrated SAWE/MILES II System. Technical data/drawings are currently not available for release to industry. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer, developer and manufacturer of the SAWE/MILES II System, Loral Systems Company is the only source which possesses the necessary data, current design and expertise to perform the SAWE/MILES II integration effort. Respondents to this notice should submit, within 15 days after publication in the CBD, a statement of capability to determine their responsibility. No RFP is available. (0116)
