This announcement serves as a formal Invitation for Bids (IFB #658-44-96), and a written solicitation will NOT be issued. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 90-32. This acquisition is restricted to Small Business concerns. All items shall be delivered within 30 days after contract award. Earlier delivery is acceptable and desired at no additional cost to the Government. Deliveries shall be made F.O.B. Destination to DVA Medical Center, 1970 Roanoke Blvd., Salem, Virginia 24153. The Standard Industrial Classification (SIC) code for this acquisition is 3577. The small business size standard is 1000 employees. Contractor shall provide a Panosonic model KV-SP505 Duplex Scanner (6 each), SC10180000 Cable for Scanner (6 each), and KF92501401 Kofax Imaging Processor w/6.5Mb Ram (6 each), or equal. Offerors proposing ''or equal'' brand names must submit desciptive literature as part of their offer AND certify that the proposed brand meets the following minimum requirements: 1. Duplex Scanner - MUST be able to scan 40 pages per minute, scanning both sides with one scan, and MUST be compatable with TELEFORM Version 4 Software to be used on a Pentium 90 MHz, 1 Gb Hdd, 16 Mb Ram PC. 2. Cable and Image Processor must be compatable with the proposed Scanner. Contractor shall provide manufacturer's standard warranty to include parts and labor. Contractor shall provide two (2) service and two (2) operator's manuals. The following FAR provisions apply to this solicitation: 52.212-1 Instructions to Offerors- Commercial. An evaluation shall be performed on ''equal'' bids to determine if it is technically acceptable. A technically acceptable bids must clearly show that the offered brand can meet the minimum requirements of the Government. The period of acceptance for each bid is 30 calendar days. The bids will be opened on May 17, 1996, 2:00 pm, EST. The bid must be signed by an official authorized to bind the bidder's organization.
