modification to the CBD announcement of 3/11/96. Due to a change of
strategy, the original announcement for 15 ea LLDR, (Engineering
Manufacturing Development) is being changed to a Broad Agency
Announcment. This Broad Agency Announcement (BAA) is to solicit
innovative proposals for a low-cost (less than $100,000 Average Unit
Production Price (AUPP)) laser designator/rangefinder system for the
Bradley - Fire Support Team (B-FIST) vehicle application. The effort
will be conducted in two phases: Phase I will be a Design Study and
Phase II will involve the manufacturing and delivery of a limited
number of prototype systems. The B-FIST vehicle has a need for a
lightweight target designator system with day/night target designation,
target location, reconnaissance/surveillance, digital data export
capability. The objective of the BAA is to determine a design concept
which will fully meet the mission requirements in a lightweight and
affordable system. Innovative and emerging technologies and packaging
schemes are of key interest as long as there is ''real'' near-term
production potential. LLDR should provide Bradley/Fire Support Teams
(B/FISTs) with day/night target observation, target location, and laser
designation capability that can operate in both a vehicle mounted and
a man-portable dismounted configuration. The system must be able to
determine target range, azimuth, and vertical angle, designate targets,
and provide a day/night reconnaissance/surveillance capability. An
Industry Brief to discuss the BAA will be held on 7 May 1996, 9:00 AM
to 12:00 noon at the Post Headquarters, Abbott Hall, Bldg. 269, Command
Conference Room #224, Fort Belvoir, VA. Visit requests must be received

Draft Solicitation is expected to be placed on EBB on or about 19 April
1996. Respondents to the draft solicitation are encouraged to provide
constructive comments regarding the draft RFP NLT 1 May 1996. Note:
Respondents will not receive payment or committment from the
Government. The BAA is expected to be issued on 7 May 1996 on the CECOM
Electronic Bulletin Board (EBB). Point of contact for this announcement

Electronics Command (CECOM) has established an Electronic Bulletin
Board (EBB) to provide electronic transmittal of Request for Proposals
(RFPs) and Invitations for Bids (IFBs) from Government to Industry.
All interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB, you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. A user's
identification code and password will be issued upon request along with
instructions for downloading the EBB User's Manual. All requests must
include (1) company name, (2) point(s) of contact name(s) and title(s),
