COMMERCE BUSINESS DAILY ISSUE OF APRIL 29,1996 PSA#158321CONS/LGC 700 Suffolk St Peterson AFB CO 80914-1200 B -- MINUTEMAN (MM) III GYRO STABILIZED PLATFORM (GSP) REPLACEMENT POC
Major Curt Buckles, (719) 554-3251. REQUEST FOR INFORMATION: MINUTEMAN
(MM) III GYRO STABILIZED PLATFORM (GSP) REPLACEMENT. The purpose of
this Request for Information from manufacturing sources producing ICBM
Guidance Hardware and Software is to identify potential suppliers with
either an established product line which could be used or adapted to or
a form, fit, and function replacement for the GSP or a sufficiently
mature IRAD effort of replacement or upgrade technologies capable of
supporting an aggressive Cost Options Analysis (COA) Study schedule in
support of a Concept Exploration/Definition Phase O.
Commercial-off-the-shelf (COTS) and non-developmental item (NDI)
products may be considered. Respondents should hold appropriate
Security Clearances, have ICBM Guidance experience in research,
development, production and deployment, and have facilities capable of
supporting assembly and testing. Generic requirements are to enable
Minuteman (MM) to achieve at least the same level of damage expectancy
against Peacekeeper (PK) targets as the PK Missile. The proposed
replacement must be compatible with the MK12A and MK21; integratable
with the existing MMIII weapons system; and, provide a single guidance
system suitable for the entire MM Force. All proposals should allow
alert force flexibility such as semi-dormant/dormant capability, reduce
MM III Operations and Support (O&S) Life Cycle Costs, improve
reliability-availability, enhance nuclear surety and support at least
20 years of MM III Service Life. A replacement GSP must operate in the
MM III GRP ground and flight environments (including hostile). GSP
Mechanical Guidelines - Volume available: 6 cubic feet total, 4.2 cubic
feet within CD2 wafer (shock mounts and shields included). Size:
present GSP without shields: 24 inches X 20 inches diameter. Weight:
92.4 pounds (maximum). Attachment: Mount to the CD2-3A wafer via four
shock mounts at 90 degree radial stations on the GSP MID-BODY. MGSC
Mechanical Guidelines (if MGSC replacement required) - Size: 8.75
inches high X 10.62 inches wide X 12.84 inches long. Weight: 35.2
pounds. X-Ray Shield size: -9.25 inches high X - 11.12 inches wide X -
13.34 inches long. Weight: 6.2 pounds. Electrical Guidelines -
Interface provided through connectors J1 (umbilical), J3 and J4
(instrumentation and checkout) and J5 (systems checkout). Airborne
Power Guidelines - Total watts available: 176 watts maximum. Total
watts present GSP: 160 watts. Processor Guidelines - Total MGC
processing power available to GSP: TBD MIPS maximum. THIS IS NOT A
REQUEST FOR PROPOSALS. A detailed data package is available and may be
obtained by contacting Major Curt Buckles, Air Force Space
Command/DRMM at Coml (719) 554-3251 or DSN 692-3251. All interested
parties are required to have a DD Form 2345 which may be obtained by
calling 1-(800) 352-3572. All responses must be in a White Paper format
and received not later than 30 days from the date of publication of
this synopsis. All acceptable responses will be provided to ANSER, Inc.
and TRW, Inc for inclusion into the COA report being written for Air
Force Space Command. Suggested topics to address for each GSP concept
recommendation are: Performance to error model/error budget,
Reliability, Hardness, System Description, System Mechanism to include
Physical, Thermal, and System Interfaces, Life Cycle Costs, Test
Data/Technology maturity/development lead time, Maintainability and
reaction time from dormant to semi-dormant modes. Responses that
indicate insufficient capabilities will not be considered further.
Acceptable respondents will be notified and briefings to the Government
may be scheduled. Responses should be addressed to: Major Curt Buckles,
USAF, Air Force Space Command/DRMM, 150 Vandenberg, Suite 1105,
Peterson Air Force Base, CO 80914, Coml (719) 554-3251, DSN 692-3251.
