C -- ARCHITECT-ENGINEER SERVICES FOR NEW BUILDINGS USING STANDARD DRAWINGS AND REPAIR AND ALTERATIONS IN SAN JOSE, CA DISTRICT. SOL 052571-96-A-0037 DUE 052996 POC John J. Fraher/Purchasing Specialist or Grace Batesting/Contract Assistant at 415/794-6336. The U. S. Postal Service intends to award one or more indefinite quantity contract(s) (IQC) for architect/engineer services for design of new buildings using Postal Service's Standard Drawings; design for repair and alterations; surveys; feasibility studies; cost estimating and A/E services during construction projects located in the San Jose, CA District. The contract(s) will be for two years with individual work orders being issued. Each work order will be negotiated as an individual project. Work orders for any one project cannot exceed $250,000. The total quantity of work ordered during the term of the contract(s) will be $5,000 minimum. The contract(s) may be renewed for three one-year periods providing the total contract amount does not exceed $2,500,000.00. Firms that have the qualifications to perform the services are invited to submit a complete and current SF-255 ''Architect/Engineer and Related Services Questionnaire for Specific Project'', a complete and current SF-254 ''Architect/Engineer and Related Services Questionnaire'', and a complete and current SF-254 for each of their consultants to the office shown above not later than the date shown above. The selection process will be conducted by using the information contained in the submitted SF-254s and SF-255s. Interested firms with more than one office must indicate on their SF-255 the staffing composition of the office in which the work will be performed. The primary factors for consideration are: 1) Local firms (within 25 miles of San Jose, CA) licensed by the State of California. A/E firms will be considered local only if their sole office is in the local geographical area or they have a local branch office and all the architectural design, coordination and project management will be performed in that office. 2) Prime firm must have a minimum of three registered architects and a minimum total staff of six. The prime firm or consultants must have a minimum of 2 structural engineer, 2 civil engineer, 2 mechanical engineer and 2 electrical engineer. 3) Current 254 and 255. Other factors for consideration are: 1) Firm's commitment to CADD design services. 2)Firm established at least three years. 3) Experience of consultants. (If consultants are proposed, firm must demonatrate working experience with them on at least 5 projects in the past 3 years. 4) Experience in geographic area. 5) Extensive experience in design for new buildings using standard drawings as well as repair and alteration projects. 6) Previous experience with indefinite quantity contracts. 7) Favorable client references. 8) Firm's capacity and current workload. Consultants do not have a geographical location restriction. The contract contains a requirement for firms to provide evidence of current errors and omissions coverage for at least $200,000.00 per claim. It is prohibited to pay any fee, commissions percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for these services.
