Contracting Officer Ruth Anne Ijames. (Site Code DACA05) The U.S. Army
Corps of Engineers, Sacramento District, requires the acquisition of
engineering support services and remediation effort to perform major
Environmental Restoration Projects under the Total Environmental
Restoration Contract approach (TERC II). The Sacramento District
intends to competitively solicit and award an Indefinite- Delivery
Indefinite Quantity (IDIQ) Cost Reimbursement Contract for the
remediation of HTRW projects and in support of various customers within
the boundaries of the South Pacific Division. One contract is
anticipated. The total estimated maximum amount is $260 Million. The
period of performance will be four (4) years with two (2) 3-year option
periods. The minimum guaranteed amount for the first contract period is
$500,000, and $250,000 for each option period. The scope of work will
require that the contractor accomplish all predesign, design and
remediation required at specified or non-specified installations. The
contract will involve the performance of initial study through short
term Operation and Maintenance (O&M). Task Orders will be issued for
the specific remediation related tasks associated to specific sites.
The anchor site for the TERC II will be Oakland Army Base, California.
The solicitation will require the submittal of various technical and
management plans, a cost proposal and a sample project. This
procurement is unrestricted. Large businesses competing for this
project must comply with the FAR 52.219-9 clause regarding the
requirement for a subcontracting plan on the part of the work it
intends to subcontract. A PreProposal Conference will be held in
Sacramento, California, on the date and at the location listed in the
solicitation package. The solicitation package will be available on or
about 20 May 1996 at a cost of $25.00. Only one solicitation package
is available per offeror. Payment may be made by company check,
certified check or money order made payable to the Finance and
Accounting Officer, USAED, Sacramento, and must be received with your
request prior to issuance of your order. Payments are non- refundable.
Requests may be submitted by mail or in person to USAED, Sacramento
District, ATTN: Plan Room, 1325 J Street, Sacramento, CA 95814. Do not
address your request to the contract specialists as this will delay
your order. The initial cut-off date for requesting a solicitation
package is 10 May 1996. Requests must be received by this office prior
to the cut-off date to ensure receipt of the solicitation package.
Requests received beyond this date will be honored until supply is
