necessary to perform routine Drydock Vessel Maintenance including, but
not limited to, the following Minimum Items: 1) Renew Shell Plating,
2) Fabricate/Install Bronze Sleeves, 3) Remove Cutters/Install New Rope
Guards, 4) Remove/Inspect/Reinstall Propeller Shafts/Propellers, 5)
Renew Water Lub Propeller Shaft Bearings, 6) Remove/Reinstall
Propellers, 7) Inspect/Repack MDE Exhaust Flapper Valves, 8) Preserve
Transducer Hull Ring/Renew Depth indicating Transducers, 9) Install
Tank/Compartment vent Gooseneck/Inverted Check Valves, 10)
Overhaul/Renew/Test Valves, Rudders, 13) Overhaul Stabil Fins, 14)
Renew Lower Fin Stock Bearing, 15) Clean/Inspect Fuel Tanks, 16)
Preserve Freeboard, 17) Clean/Inspect Sewage/Grey Water
Collection/Holding Tanks, 18) Inspect/Maintain Cathodic Protection Sys,
19) Provide Temporary Messing/Berthing/Logistics, and 20) Routine
Drydock, etc. Indefinite Items include, but not limited to: 1) Welding
Repairs, Straighten Propeller Shaft, 3) Repair Propeller Root Erosion,
4) Renew Rudder Bearings, 5) Preserve U/W Body, 6) Renew Reference
Electrode/Cathodic Anode/Capastic Fairing, 7) Ultrasonic Testing, etc.
Place of performance is unrestricted. Vessel's homeport is Coast Guard
Station, Gloucester, MA. Vessel's availability schedule is 42 days
starting 7 October 1996. There will be a nonrefundable charge of
$100.00 required in the form of a certified check or money order
payable to the U.S. Coast Guard for requested drawings. All other
referenced documents are available for viewing at Building 400N,
Governors Island, NY. Funds are not presently available for this
procurement. The government's obligation under this solicitation is
contingent upon availability of appropriated funds from which payment
for contractual purposes can be made. The proposed contract listed here
is part of the Small Business Competitiveness Demonstration Program.
Plans and specifications will be issued on or after 10 Jun 96. All
responsible sources may submit a bid which shall be considered by the
United States Coast Guard. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
