Detachment Washington is soliciting on behalf of the Naval Computer and
Telecommunications Center a requirement for the operation and
maintenance of telecommunication network facilities located at various
sites in Puerto Rico. The contract will be for a base year with four
one-year option periods. The contract will be a firm-fixed price
contract. The successful offeror will be required to assume operation
and maintenance of the Navy Radio Receiver Facility (NRRF) Salinas,
Navy Radio Transmitter Facility (NRTF) Isabella, Navy Radio Transmitter
Facility (NRTF) Aguada, Inter-American Naval Telecommunications Network
(IANTN), and Navy Radio Transmitter Facility (NRTF) Ft. Allen.
Operation and maintenance of NCTS Technical Control Facility (TCF) and
NCTS Fleet Center will not be included in the first contract year but
may be exercised at the Government's discretion for any or all option
years commencing 01 October 1997. The contractor is responsible for
communications and physical security of all sites, electronic equipment
maintenance and calibration, general office, tools, consumable supplies
and non-electronic equipment maintenance, facilities support fire
protection and prevention, janitorial services, and antenna
maintenance. The contractor shall provide for preventive maintenance,
inspection, and repair of all HF, LF, MF, and VLF antennas and antenna
systems including all associated towers and equipment. The contractor
will be required to conform to all federal and Commonwealth of Puerto
Rico OSHA requirements as well as policies and procedures reqarding
energy conservation. Contractor personnel must possess CONFIDENTIAL
clearances to perform services. The IANTN manager shall have a TOP
SECRET clearance to perform services. A preproposal conference and site
visit will be scheduled within thirty days after issuance of the RFP.
