Supply Center, Norfolk Detachment Philadelphia, PA intends to procure
on a full and open competitive basis the acquisition of computer
interactive educational services for approximately sixty (60) Academic
Skills Learning Centers (ASLC) at various military bases around the
world for the Naval Education and Training Program Management Support
Activity (NETPMSA) Pensacola, Pensacola, FL. The primary objective of
the requirement is to provide worldwide access to sailors for improving
their academic skills. Contractor responsibilities include
establishing, furnishing, operating, and staffing each ASLC with
academic skills courses via a computer interactive delivery system in
a self-standing separate room environment. These programs will
encompass skills from the elementary through high school level. These
programs should have the capability of advancing the student from the
level at which he or she is pretested to a mastery of academic skills
equivalent to high school completion. The proposed contract will
provide for a base year beginning 01 October 1996 through 30 September
1997 with provisions for two, one year options. It is intended to
award a Firm Fixed Price, Indefinite Quantity-Indefinite Delivery type
contract for these services. See Numbered Note 26. Copies of the
