Invitation for Bids No. 688-38-96 is a combined synopsis/solicitation
for commercial items for the Department of Veterans Affairs Medical
Center, Washington, DC, prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information in this
notice. The Standard Industrial Classification Code is 3842. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will NOT be issued. Item
Description: One (1) Gas Plasma Sterilization System for 60 Lease
Months. The Basis for Award shall be to the bidder providing the lowest
total cost to the Government for the maximum estimated period of use
prior to the expiration of the lease-purchase agreement. Bidders shall
also indicate a price at which the equipment would be sold to the
Government should the Government opt to purchase at a later date, prior
to expiration of the lease-purchase agreement. This price shall include
the latest date such an option may be exercised l include the latest dl
include the latest dby the Government and how much of the lease cost
paid by the Government would be applied against the purchase price
quoted. The Government will evaluate offers for award purposes by
including ONLY the price for the basic 60 lease month requirement; i.e.
options will not be included in the evaluation for award purposes. ll

Salient Characteristics of sterilization system sought shall consist of
the following: (a) one square chamber with dimensions = Height 17.5'',
Width 18'', Depth 33'', Loading Height 39.5'', Interior 304 L
Stainless Steel, Operating Environment Temperatures Range from between
50 - 110 degrees F (10-43 degrees C). The chamber shall be capable of
holding two (2) metal baskets. (b) The system utilizes a dual chamber
system that uses one chamber to create plasma that is separate from
the sterilization chamber where items are sterilized, protecting them
from UV radiation. (c) The system uses a dual phase process using two
(2) sterilants, one being gas plasma and the other being peracetic acid
vapor. (d) The sterilization cycle must repeat both phases six (6)
times in each sterilization cycle. (e) System is capable of using a 2''
O.D. stainless steel or P.V.C. stub vent to outdoors which shall be
located on the cabinet top. (f) System is capable of adjusting the
amount of sterilant delivered to the sterilization chamber based upon
load configuration. The provision at 52.212-3, Offeror Representations
