Commerce Commission (ICC), US Customs Service (USCS), and Connecting
Wing (CW) Buildings Modernization, 1201 to 1301 Constitution Ave., NW,
Washington, DC. Construction will proceed in multiple phases while the
building remains partially occupied. Construction will start with the
Base Contract, followed by two contract options for renovation of
different wings of the buildings, as they are vacated and made
available. Base Contract will consist of mechanical and electrical
systems replacement in the CW Building, with associated work in the ICC
Building and is valued between $5 to $10 million. Option 1 includes the
ICC Building modernization, unit prices for tenant fit-out, and phased
occupancy of the finished building. Construction area is approximately
525,000 square feet and valued between $50 to $60 million. Option 2
includes the USCS and CW Buildings modernization, unit prices for
tenant fit- out, and phased occupancy of the finished buildings.
Construction area is approximately 675,000 square feet and valued
between $70 to $80 million. Options A through E include additional
associated work for the Base Bid, Option 1, and Option 2. Total
Estimated Aggregate Contract Amount: between $130 to $140 million.
Construction should be completed by the end of year 2000. Basis of
Award: Base Bid, Options, and any associated Unit Prices. The
successful bidder must provide certification from a bonding company
that the firm can secure bonding for the entire contract amount (Base
Bid, Options and Unit Prices) prior to award of contract. Bid
Invitation Date: May 16, 1996. This procurement is not set-aside for
small business; however, this procurement is being made under the Small
Business Competitiveness Demonstration Program. Women-owned businesses
are encouraged to submit bids and so state that they are women-owned.
All responsible sources may submit a bid which will be considered by
the agency. There is a $500.00 refundable deposit on the bidding
documents. Only certified checks, cashier checks or money orders will
