58 -- AIRBORNE SINCGARS IMPROVEMENT PROGRAM (SIP) SOFTWARE DEVELOPMENT FOR THE AN/GRM-122 RADIO TEST SET SOL DAAB07-96-R-C519 POC POC MS KAREN SUMMONTE, Contract Specialist, AMSEL-AC-CA-C-AR,(908)532- 2766, MR HOMER O'KREPKI, Contract Officer. THIS IS A MARKET SURVEY CONDUCTED BY THE DEPARTMENT OF THE ARMY TO DETERMINE THE EXISTENCE OF ADDITIONAL SOURCES FOR DEVELOPMENT OF SOFTWARE FOR THE AN/GRM-122 TO TEST THE NEW IMPROVEMENTS TO THE ITT AIRBORNE SINGLE CHANNEL GROUND AND AIRBORNE RADIO SYSTEM (SINCGARS). THE CURRENT AN/GRM-122 IS AN AUTOMATED TEST EQUIPMENT CAPABLE OF TESTING ALL CURRENT SINCGARS GROUND RADIOS AND LRUs, BUT NOT THE AIRBORNE FAMILY OF RADIOS. THE AN/GRM-122 IS A MODIFIED TEST SET FROM THE AN/GRM-114B. THE DIFFERENCE IS THAT THE AN/GRM-122 HAS A NEW J-4843A/GRM AND A PL/1536/J-4843A RADIO PERSONALITY MODULE IN PLACE OF THE J-4843/GRM-114B WHICH IS RESIDENT IN THE AN/GRM-114B. THE AIRBORNE SIP IS A VHF/FM RECEIVER-TRANSMITTER DESIGNED TO OPERATE IN THE 30 TO 88 MHz FREQUENCY BAND IN 25 KHz DISCRETE CHANNELS FOR BOTH FREQUENCY HOPPING AND SINGLE-CHANNEL OPERATION. THE SOFTWARE MUST BE ABLE TO TEST THE NEW FUNCTIONALITIES ASSOCIATED WITH THE INTERNET CONTROLLER WHICH PROVIDES SEAMLESS PACKET DATA COMMUNICATION ACROSS THE BATTLEFIELD BY AUTOMATICALLY ROUTING DATA MESSAGES THROUGH MULTIPLE SINCGARS NETS TO THE INTENDED MESSAGE DESTINATION. ANY POTENTIAL SUPPLIERS MUST BE ABLE TO DEVELOP AN AUTOMATED SOFTWARE THAT CAN FAULT INSOLATE THE SINCGARS AIRBORNE RADIO SYSTEMS DOWN TO THE LOWEST CIRCUIT CARD ASSEMBLY (CCA). THIS NEW SOFTWARE MUST ALSO BE COMPLETELY CAPABLE TO AUTOMATICALLY TEST ALL CURRENT ARMY SINCGARS GROUND AND AIRBORNE FAMILY OF RADIOS WHICH CAN BE SET IN ALL MODES OF OPERATION TO INCLUDE FREQUENCY HOPPING AND ENHANCED/PACKET DATA MODES. THE GOVERNMENT PRESENTLY DOES NOT HAVE CONFIGURATION CONTROL OF DRAWINGS NOR SUFFICIENT SOFTWARE DOCUMENTATION TO SUPPORT DEVELOPMENT OF A TECHNICAL DATA PACKAGE. THIS NOTICE IS NOT A REQUEST FOR BIDS OR PROPOSALS. ITT, AEROSPACE/ COMMUNICATIONS DIVISION, FORT WAYNE, INDIANA IS PRESENTLY THE ONLY SOURCE FOR SOFTWARE DEVELOPMENT FOR THE AN/GRM-122 CAPABLE OF SUPPORTING THE MODIFICATIONS OF AIRBORNE SIP SOFTWARE RESIDENT IN THE SINCGARS INTERNET CONTROLLER, THE SINCGARS AIRBORNE TRANSCEIVER, AS WELL AS, THE SINCGARS GROUND TRANSCEIVER. ITT IS CURRENTLY DEVELOPING SIMILAR SOFTWARE AND TECHNICAL MANUALS TO SUPPORT THE ITT GROUND SIP RT AND SIP VAA UNDER DAAB07-95-C-C501, TASK #78 CONTRACT. THE DEADLINE FOR RESPONSE TO THIS NOTICE IS 10 MAY 1996. (0117)
