USING A PC COMPUTER SOL N68936-96-R-0196 DUE 060396 POC Paul Reagon,
Contract Specialist, (619) 939-0895 or Anita R. Dale, Contracting
Officer, (619) 939-9656. The Naval Air Warfare Center Weapons Division
proposes to acquire, using other than full and open competition, a
Variable Pressure Scanning Electron Microsope (LEO Electron Microscopy,
14365 Paul Avenue, Saratoga, CA, Part Number 435VP-SEM110) that is
computer controlled. The most salient feature of this system is startup
and operation are computer controlled, there are no manual controls
that could override the computer setup. Magnification range of 15x to
290,000x continuously variable in both the coarse and fine modes is
required. The system must permit multi-user capability, operate in the
Microsoft Windows for Workgroups operating environment, be capable of
operating in both the conventional, high-vacuum mode and in the
variable- pressure mode. The SEM shall include hardware and software
for comprehensive control of SEM parameters with parameter set and
recall, and image storage and recall with data management, include
networking interface capability such as Ethernet. The user must be able
to send TIFF images electronically between personal computers on the
network. There shall be no need for intermediate steps such as
transferring the files to a floppy disk. Accessories to include LEO
Product Number 435VP-DUALMAG - Dual Magnification in Split Screen, LEO
Product Number 400-MEASA - Advanced Measurement Software, LEO Product
Number 400-NETWORK - Network Adaptor, LEO Product Number 435VP-CWP -
Lead Glass Viewing Window, and LEO Product Number 435VP-CENTRE - Centre
Feature. Chamber dimensions must be a least 300 mm x 265 mm x 190 mm
deep. 260-liter-per-second Turbomolecular, air-cooled pumping system is
required in order to avoid specimen and column contamination. The
vacuum system must be automatically controlled from atmosphere to
operating vacuum. Turbomolecular vacuum system must be air-cooled.
There shall be no special requirements for utilities beyond electrical
requirements The installation of special utilities like water-cooling,
compressed air and liquid nitrogen are not permitted. CPU shall be a
minimum 486 / 66-Mhz processor, with 16-Mbyte RAM, 525-Mbyte IDE hard
disk, 1 .44-Mbyte floppy and standard AT backplane. Operating software
shall include as a minimum the following: MS-DOS Version 6, Microsoft
Windows 3.1, and network software for transportation of images and SEM
control software. System software shall be such that complete control
of all operation features and conditions are solely controlled through
a mouse controller and/or IBM compatible keyboard. Help menus shall be
widely available on the SEM unit. The system will be installed at the
Naval Air Warfare Center Weapons Division, China Lake, CA by the
contractor. The contractor will provide manuals and 5 days of training
at the contractors' facility. There will be options for LEO Product
Number 435VP-QUAD - Quad Display, LEO Product Number 400-PHASER 440 -
Tektronix Phaser 440 Color Printer and. Spare Wehnelt cap for tungsten
gun to facilitate changing of filaments. A complete list of
requirements for this system may be obtained by contacting the
individuals cited above. Other interested parties may submit their
qualifications for a completly computer controlled system to the
address cited above. See Numbered Note(s): 22. (0117) Loren Data Corp. http://www.ld.com (SYN# 0255 19960429\66-0001.SOL)
