This is a Notice of Intent that the U.S. Department of Commerce intends to procure on a sole source basis the Federal Human Resources Management System Payroll software from PeopleSoft, Inc. under an existing DOC contract. The software will be used to satisfy the requirements of the Pre- Appointment Management System/Automated Decennial Administrative Management System (PAMS/ADAMS) for the Census Bureau within the Department of Commerce. The software must be delivered, modified to meet the needs of the Census, and tested as a production prototype system for PAMS/ADAMS beginning with the initial establishment and staffing of field offices supporting the Census 2000 dress rehearsal. This initial development and deployment of the PAMS/ADAMS prototype must be accomplished by October 1996. The PAMS/ADAMS will be a primary feeder of cost and production data and is vital to the management of the census to produce accurate census results representative of our Nation. This sole source is based upon the urgent and compelling needs of the Census as well as the belief that PeopleSoft is the only vendor who has an established Government product that can fully meet the functional and technical requirements of the PAMS/ADAMS within the required timeframe. Because PeopleSoft's client/server solution uses a GUI and Oracle Relational Database Management System (all three of which are mandatory to integrate with the existing Core Financial System) and is a uniquely tailored product to the Federal market place, the Government feels that it is the only solution with a product available within the timeframe required for PAMS/ADAMS. For licensing purposes, the maximum concurrent users of the software will be approximately 1200, and the number of users with access being 3300, both with 12 single CPU's . The software will process payroll for approximately 500,000 employees. All responsible sources capable of meeting this requirement are invited to respond to the announcement by submitting information to include technical capabilities, pricing, and any other information which demonstrates their ability to meet this need. This information will be considered only if it shows clear and convincing evidence that interested sources can meet the requirements of the government, and that it is advantageous for the government to consider such sources. This synopsis is a notice of intent to place an order against a DOC contract and is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source or other offerors providing PeopleSoft products are available and more advantageous to the Government. If no affirmative written responses are received, a delivery order will be placed against the above referenced DOC contract without further notice. (0117)
