A -- MODIFICATION TO LABORATORY AND ANALYTICAL ANALYSES SUPPORT POC Jennifer Seaton, Negotiator, (703) 325-9368, Edward Archer, Contracting Officer, (703) 325-5028. This effort is a sole source modification on Contract DNA001-95-C-0197 to allow IIT Research Institute (IITRI) to acquire the instrumentation and environmental matrices necessary to comply with their obligations under the Statement of Work. The objectives of this contract are to ''conduct ... analytical methods validation and development...'', ''conduct directed laboratory studies, conduct comprehensive analytical instrumentation performance and methods testing...'', ''provide technical assessment of the produciblity, reliability, maintainability of current design of prototype instruments,'' and ''provide technical support to the interagency and the U.S. delegation to the PrepCom... for on-site sampling and analysis....'' The contractor is the user of the equipment required for this contract and is most capable of determining the most technically sound and effective means of acquiring individual instruments and test matrices. It is not feasible to have another contractor provide such equipment because the requirements are sporadic and once identified, require quick action in order to meet treaty driven time sensitive testing requirements.
