The Naval Surface Warfare Center, Dahlgren Division will be modifying Contract N00178-95-C-0037 resulting from a Broad Agency Announcement (BAA) for Engineering of Complex Systems (ECS). The modification will include tasks from the proposal originally submitted by the Computer Command and Control Corporation. The required Research and Development is based on technologies developed at private expense that do not allow for full and open competition. The Government intends to sole source this reqirement to the Computer Command and Control Corporation (CCCC) for continued development of the System Design Factor (SDF) facilities, the Destination's Design Optimization Information (DOI) subsystem, and Design Structing Simulator. The simulator shall help a systems engineer discover unintended system behavior, assist in collecting timing data about the execution of the system, and serve many of the same purposes as a rapid protype.
