TITLE I, INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR
ARCHITECT/ENGINEER SERVICES TO DESIGN MISCELLANEOUS OPERATIONS,
MAINTENANCE AND MINOR CONSTRUCTION PROJECTS AT THE CHEYENNE MOUNTAIN
AIR STATION (CMAS), COLORADO WILL BE ISSUED FOR A PERIOD OF ONE YEAR,
WITH THE OPTION TO EXTEND THE CONTRACT FOR SECOND OPTION YEAR. Each
Delivery Order issued against the contract will not exceed $99,000.00
and the aggregate sum will not exceed $499,000.00 ($998,000.00 in the
event the option year is exercised.) A minimum of $5,000.00, only, in
fees will be guaranteed the Architect/Engineer. The work will involve
all engineering disciplines involved in maintaining, modifying and
upgrading industrial plant type, administrative and civil facilities
and will include, but not be limited to, the various types of
investigations, site surveys, field inspections, measurements,
calculations and the preparation and submittal of various engineering
studies, design analyses, reports, cost estimates, final designs ands
specifications. The Architect/Engineer will be required to respond to
individual Delivery Orders on short notice with any or all engineering
disciplines and/or services, attend design and pre-construction
conferences and interface with various functional groups at, and
within, Cheyenne Mountain Air Station under the overall guidance of a
designated Project Engineer from the 721 Civil Engineer Squadron,
Cheyenne Mountain Air Station. Special security requirements for access
to CMAS exist. Firms are advised that work may be performed in areas
containing asbestos, PCB and or other hazardous materials and that
projects may be related to asbestos, PCB and/or other hazardous
materials and /or thier abatement, containment or removal. Firms
capable of meeting the conditions and desiring consideration are
requested to submit Standard Forms (SF) 254 and 255 along with a cover
letter addressing each of the following topics wich will be used as a
basis for the selection:(1) Specialized Experience-Particular
experience of the firm/consultants in providing simular services (2)
Past performance-Prior Government and private design awards and
completions (past three fiscal years only) including contract number,
award and completion dates, original A/E fund authorization amounts and
final A&E cost (tabular form is acceptable). (3)Professional
Qualifications-Availability of engineering disciplines and resources
within the firm to accomplish work within the required timeframe (4)
Location-The location of office(s) from which the work will be
generated should be within a reasonable distance from the base (CMAS)
due to time constraints, review considerations, and response times
requred for interface on design projects.(5) Capacity-Capacity of the
firm/consultants to assign personnel to tasks on short notice and
maintain required schedules (6) Availability-Availability of key
personnel (firm/consultants) to devote fulltime, when needed, to the
projects (7) Special Topics-Identify any/all special services available
such as CADD capabilities and experience (state program and version
used), possession of standard specifications. The top three firms
chosen by the final selection board will be required to participate in
a personal interview and make a technmical presentation to the final
selection board. As projects are identified, delivery orders will be
issued. No delivery order may exceed $99,000.00 in fees. An exception
to this limitation is the initial delivery order to start the contract.
This delivery order may exceed $99,000.00, but can be no more than the
maximum limitation of the contract, $499,000.00 annually. There is a
$5,000.00 minimum fee guarantee for the initial year of the contract.
The contract will be for a period of one year or until the $499,000.00
limit is reached. The government may, at its option, extend the
contract for an additional year up to $499,000.00. There is no
guaranteed minimum fee for the second year of the contract. This is not
a Request For Proposal (RFP). Responses and submittals must be received
before 1400 hours, 10 Jun 96. Failure to complete the listed Standard
Forms, provide the additional information requested, or to provide such
information and submittal on or before the specified time may result in
