D -- NATIONAL TARGET/THREAT SIGNATURE DATA SYSTEM SUPPORT SOL DAHC90-96-R-0016 POC Randon Jackson, Contract Specialist, (703) 706-2760. The U.S. Army Intelligence and Security Command has a requirement (base year and four one-year options) for the continuation of the National Target/Threat Signature Data System (NTSDS). The NTSDS is an established Defense Migration System that supports the Signature Data Community. The NTSDS Argus Software System is a data base system for multi-spectral signature data, signature data management information, and analyst/user commentary on signature data events. The NTSDS will link the DOD's geographically dispersed target/threat signature data holdings into unified federated/ distributed national systems through which users can electronically locate and optionally retrieve signature data and other related information. It is a versatile software application for the storage, retrieval, analysis, visualization, and management of signature data in either a stand alone or distributed environment. The modular Argus architecture effectively integrates a variety of commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS) and public domain software. The Argus software system operates on SUN SPARC computer workstations running the UNIX operating system and X Windows. Argus employs the Oracle relational data base management system to support queries on index information of available signature data files. Argus employs the GOTS Cronus software to create a comprehensive environment for implementing a heterogeneous distributed application. Argus supports an interface with visualization software tools for signature data feature analysis. A beta version of Argus is operational at the National Ground Intelligence Center (NGIC), Charlottesville, VA on computer equipment connected to the Joint Worldwide Intelligence Communications System (JWICS). The following is a list of some of the requirements to be performed: Maintain and modify programs in LIPS using the Common LISP Interface Manager. Convert LISP programs to C++ and/or other Department of Defense Intelligence Information Systems compliant computer programming languages. Implement this enterprise wide distributed data system (NTSDS) using the Cronus distributed computing environment. Migrate from the Cronus distributed environment to a follow-on object-oriented distributed computing environment. Interface relational data base management systems such as Oracle through the facilities offered by the Cronus distributed computing environment. Facilitate Signature Community data element standardization efforts in compliance with the Defense Data Dictionary System. Implementation and integration of COTS and GOTS products such as Oracle and Cronus in the JWICS and Secret Internet Router Protocol Network (SIPRNET) architectural environment (Common Operating Environment, Client Server Environment, UNIX, X Windows, HTML, etc.) Perform signature data assessment and analysis in support of Intelligence, R&D and T&E communities and their needs with respect to signature data handling and processing. Integrate NTSDS functions using World Wide Web tools in the INTELINK(-S) environment. Process and enter signature data into the NTSDS. Provide training on the NTSDS Argus Software System. Provide demonstrations of the NTSDS Argus Software System. Proposed personnel must possess a Top Secret clearance based on a Single Scope Background Investigation (SSBI) and have access adjudicated under DCID/1-14 criteria by contract award.
