Washington is soliciting on behalf of the Naval Computer and
Telecommunications Command (NAVCOMTELCOM) a requirement to demonstrate
whether a commercial contractor can provide high frequency (HF)
communications service that will support the Navys Atlantic area of
operations. The contract period will be for 60 days, during which the
contractor shall transmit and receive, via HF, representative audio and
digital circuits (SUB BCST, VP BCST, A/G Non Secure VOX) betweeen the
Naval Computer and Telecommunications Area Master Station Atlantic
(NCTAMS LANT) and operational ships and aircraft in the Atlantic area
of operations. Area of operations is defined as that area currently
being covered by transmitter sites at Cutler, Maine; Jacksonville,
Florida; and Key West, Florida. The contractor shall maintain a 90
percent circuit reliability by utilizing Navy identified frequencies
and shall coordinate with NCTAMS LANT and operational users for the use
of appropriate antennas, power settings, and frequencies. This test
will allow the government to determine if a commercial vendor has the
technical capability (equipment, location, expertise) to provide
reliable high frequency communications for the Navy. The contractor
shall possess sufficient HF transmitters, receivers, antennas, and
technical expertise, strategically located, to provide radio frequency
(RF) coverage of the designated area. The contractor shall determine
the type of antenna (directional, omni-directional) and polarity in
order to provide the reliability and availability required. Note 26
