# (301) 443-4980 The Center for Substance Abuse Prevention is
soliciting proposals to continue the operation of the CSAP Workplace
Helpline. The contractor shall be responsible for operating and
answering all calls made to the toll-free CSAP Workplace Helpline. A
five-year period of performance, including one base year and four
option years, is anticipated from any contract resulting from the RFP.
The contract option periods will be exercised each year dependent on
the previous year's performance, and the availability of funds. A Firm
Fixed-Price contract is anticipated. As a function of its national
leadership responsibilities in alcohol and drug abuse prevention, CSAP,
through the Workplace Helpline, provides access to information and
guidance on workplace alcohol and drug prevention issues for business,
industry, labor, and community-based organizations nation-wide. The
CSAP Workplace Helpline provides telephone consultation to assist
callers: assess the nature and extent of alcohol and other drugs abuse
in their organizations; develop and implement alcohol and drug
prevention policy and other work-site initiatives; choose an employee
assistance program that is compatible with their organization,
including organizational benefits; develop and implement employee and
supervisor education and training programs; understand the technical,
legal and employee relations aspects of alcohol and other drug testing;
and identify signs and symptoms of alcohol and other drug use. In
addition, CSAP Workplace Helpline workplace specialists provide local,
regional and national resource referrals, net- working services, and
publications on issues related to substance abuse prevention in the
workplace. This acquisition is 100% set aside for Small Business
concerns. The Standard Industrial Classification is 8322. Estimated
issuance date of RFP No. 277-96-2031 is May 1, 1996 and responses are
due to be received in the Contracting Office on or about June 6, 1996.
The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulletin Board
System (BBS) at 1 (800) 424-2294 or by mail. The solicitation will not
be available on the Bulletin Board until the issue date. To download
from the BBS, you should set your communications program at 8 data
bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will
communicate at 1200 to 9600 BPS and can negotiate with higher speed
modems. If your modem is slower than 1200 BPS, you will not be able to
use this BBS. Our software can use several common transfer protocols.
We recommend Zmodem if it is available in your communications program;
however any of those listed on the BBS should prove satisfactory. Large
files will be posted as self extracting compressed files to save time
during the transfer. Hardware compression features in the modems will
be relied upon to provide compression for smaller files. Upon reading
the file electronically downloaded you should determine if you have a
continuing interest in the RFP. If so, you must either write the
individual identified below that you wish copies of amendments to the
RFP (if any) sent to you by mail or check the BBS regularly for
amendments which will also be posted there and can be downloaded
electronically. You may choose either method for obtaining amendments.
Note, however, that if you rely on the BBS for obtaining amendments,
at this time we have no way to assure, and will therefore assume no
responsibility for assuring, you have downloaded these amendments. To
receive a hard copy of the RFP, please supply this office with two
self- addressed mailing labels. There is no assurance that copies
requested after the twentieth day after release of the solicitation
will reach the requestor before the due date for receipt of responses.
