Officer Screening Information Request (SIR) formerly Request for
Proposal (RFP) to replace RFP DTFA01-95-R-28501 which was cancelled.
Contractor analysis and engineering support services to implement and
manage the environmental compliance, occupational safety and health,
and energy conservation programs in support of the National Air Space
(NAS) Transition and Implementation organization (ANS). ANS requires
contractor analysis and engineering support to identify and evaluate
existing program and administrative databases for suiability for
incorporation into the geographic relational system shell which is
off-the-shelf commercially marketed property of Environments System
Research Institure (ESRI). The estimated issue date of the SIR will be
April 24, 1996. An overview of the requirement and the SIR will be

Code is 8711. Size Standard is $2.5 million. The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
