Woods, 301/443-0043 PROCESS EVALUATION OF ACCESS DEMONSTRATION PROGRAM FOR HOMELESS PERSONS WITH SERIOUS MENTAL ILLNESS. Subject to the Availability of Funds, the Center for Mental Health Services is soliciting proposals on a full and open competitive basis for a follow on contract for the purpose of conducting a systems evaluation of the ACCESS DEMONSTRATION PROGRAM FOR HOMELESS PERSONS WITH SERIOUS MENTAL ILLNESS. The objectives of this evaluation are to: document the process by which cooperative agreement activities are implemented and completed; identify changes in the delivery systems of each grantee state and project community and determine which changes may be attributed to systems integration efforts by ACCESS grantees; identify systems integration strategies and outcomes that are effective in improving system performance for the target population (including identifying strategies that fail as well as those that succeed); determine common patterns in systems integration implementation process that occur across states; and describe models of systems integration that have potential for replication in other communities. A 36 month cost reimbursement contract is anticipated. Requests for proposals may be submited by letter or telegram. Telephone requests will not be honored. Requests for solicitations made after May 16, 1996 will be honored on a first come-first served basis until the printed supply is exhausted.
