The U.S. Department of Energy, Federal Energy Management Programs is seeking comments on a draft of the U.S. Western Region Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for Energy Savings Performance Contracting (ESPC) for all federally owned buildings in the states of Alaska, Arizona, California, Hawaii, Idaho, Oregon, Nevada, and Washington. ESPC is a contracting method whereby the contractor incurs the cost of implementing energy savings measures, including performing the audit, designing the project, acquiring and installing equipment, training personnel, and operating and maintaining equipment, in exchange for a share of any energy savings directly resulting from implementation of such measures during the term of the contract. The Government anticipates multiple awards to result from this one solicitation. Through delivery orders executed under the IDIQ, fixed-price contract, performance-based energy savings services will be available to Federal agencies with Government-owned facilities within the Western Region. The period of performance of the IDIQ contract is anticipated to be three years from date of award, with two three-year options, and delivery order terms may extend for time periods not to exceed 25 years past the award date of the IDIQ contract. The Standard Industrial Classification code applicable to this type of procurement is 8711. Any firm whose annual receipts over the past three years do not exceed an average of $20 million is considered a small business for ESPC contracts.
