This directorate intends to issue Invitation for Bid (IFB) F29650-96-B0013 on or about 30 May 96. Responses will be due approximately thirty (30) days thereafter. The Government intends to procure this project under full and open (unrestricted) competition, however, the Government reserves the right to consider this acquisition for the 8(a) program based on responses to this synopsis. The magnitude of this project is between $1,000,000.00 and $5,000,000.00 for a basic and three one-year option periods. Contractors bidding as the prime contractor must have a primary Standard Industrial Classification (SIC) Code of 1771 with a size standard of $7.0. The work includes surface preparation of various exterior substrates commonly found on buildings, including painted and unpainted stucco, concrete, concrete block, wood and metal, application of the various types of stucco and exterior insulation and finish systems specified over properly prepared substrates, and testing, removal, and disposal of substrates determined to be hazardous, in an environmentally safe manner. Please note that funds for issuing delivery orders are not presently available, however, they have been requested. This IFB is based upon your understanding that (1) funds are not available and (2) if funds do not become available no obligation will be incurred by the Government because of this IFB.
