908-532-1981. The U.S Army CECOM Acquisition Center is issuing a Broad
Agency Announcement (BAA) requesting proposals in support of the
State-of-the-Art high performance, Ultrasafe pouch cell lithium -
manganese dioxide batteries for FY 98 21CLW DEMO. This BAA will be
issued under the provision of FAR 6.102(d)(2) research proposal. A cost
plus fixed fee type contract is anticipated. Pending approval of
funding, a total of approximately $350 thousand ($175K each) (2
contracts, 24 months each, 2,000 man hours each) may be available for
funding one or multiple efforts in order to accomplish this program. No
award can be made without a proposal to perform the specific effort
with an estimated cost and time frame work. CECOM will evaluate
proposals and make contract award within a reasonable period of time.
Such invitation does not assure subsequent contract award. Proposal
will be selected through a technical/scientific/price
technical/scientific/price/business decision process. This BAA will be
issued on or about 15 days from date of this notice on the Electronic
Bulletin Board (EBB). The U.S Army Communications Electronics Command
(CECOM) has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFB) from governrment to Industry. All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB, you will need an identification code and password in addition to
a computer terminal equipped with the necessary hardware and software
to interface with the EBB system. A user's identification code and
password will be issued upon request along with instructions for
downloading the EBB User's Manual. THE U.S. ARMY COMMUNICATIONS
ELECTRONICS COMMAND (CECOM) HAS ESTABLISHED AN ELECTRONIC BULLETIN
BOARD (EBB) TO PROVIDE ELECTRONIC TRANSMITTAL OF REQUEST FOR PROPOSALS
(RFPs) AND INVITATIONS FOR BIDS (IFBs) FROM GOVERNMENT TO INDUSTRY.
ALL INTERESTED PARTIES WISHING TO DO BUSINESS WITH CECOM ARE INVITED TO

IDENTIFICATION CODE AND PASSWORD WILL BE ISSUED UPON REQUEST ALONG WITH
INSTRUCTIONS FOR DOWNLOADING THE EBB USER'S MANUAL. ALL REQUESTS MUST
INCLUDE (1) COMPANY NAME, (2) POINT(s) OF CONTACT NAME(s) AND TITLE(s),
(3) RETURN ADDRESS(es) AND (4) TELEPHONE NUMBER(s). PLEASE SEND YOUR
