The U.S Department of Education, Office of Vocational and Adult Education, has requirement for a case study of the implementation of the Crossroads Cafe Project at selected sites. The study will provide the Department, state education agencies, and local adult education programs with information about the elements and process deemed critical for the design and implementation of an effective distance learning strategy to provide English as a Second Language instruction to adult learners either in their homes or in their classrooms. Eligible offerors include individual researchers, postsecondary educational institutions, small business, institution of higher education, and other private, public or nonprofit research agencies, organizations, and institutions. RFP-96-028 will be issued on or about May 15, 1996 and will close on June 14, 1996. Requests for copies may be made by telephone, mail, telegram, or in person.
