B -- REQUEST FOR INFORMATION ABOUT IMPLEMENTATION STRATEGIES FOR EFFECTIVELY ACHIEVING THE JOINT INTELLIGENCE VIRTUAL ARCHITECTURE (JIVA) GOALS SOL DP2A/0005Z/96 . DUE 062096 POC Contract Specialist, IDA LOGSDON, (202) 231-8290 17. The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, is issuing this Sources Sought announcement. Information is requested about your organization's understanding of implementation strategies for effectively achieving the Joint Intelligence Virtual Architecture (JIVA) goals: 1) create a premier 21st century virtual production environment; 2) create a virtual training classroom that will support and enhance a 21st century virtual environment; 3) foster the development of the infrastructure necessary to support and sustain a 21st century virtual production environment. The objectives are: a) improve the quality of analysis, and utility of the substance of intelligence products; b) provide specific and tailored intelligence to enhance the warfighters' ability to visualize the data and ensure total operational awareness; c) improve the throughput and speed of delivery of intelligence; d) reduce or eliminate unnecessary redundancy and duplication; e) strengthen information and production management and ensure policies, procedures, concept development, training, and technical-human engineering to assist in the operation of the new information environment; f) establish and integrate standards for commonality, interoperability, and modernization in coordination with appropriate elements and activities; g) explore and examine very advanced technology and concepts for future integration. Your response should include, but not be limited to, the following: 1) identify, define, and describe what are the JIVA functional, operational, technical, and budgetary problems; 2) address what is the solution(s) for the problem area(s) so a full contribution of intelligence to information dominance of the battlefield can be realized; 3) describe the JIVA implementation cycle and how it will result in operational enhancement; 4) describe the requirements engineering process; 5) address the technology identification process and the joint concern for functional effectiveness and compliance to C4ISR architecture to ensure horizontal and vertical integration of systems; 6) address to JIVA operational and technical elements; 7) detail how modeling and simulation would optimize cost-benefit of JIVA technology; 8) describe the test and evaluation process and how full examination of candidate technology under the most realistic warfighting conditions achievable short of actual hostilities will be used; 9) address the analysis process to assure an effective response to all relevant requirements and compatibility within and across both functional and technical sets; 10) describe the implementation process so new technology can be realized in an operational environment without disruption to ongoing operations; 11) explain how verification and validation will assure readiness for full-scale JIVA insertion into the common operating environment (COE); 12) detail how technology insertion will assure JIVA success through attention to critical factors such as preparation of site baselines, training, and redefinition of operational architectures; 13) explain the collaborative production environment requirements, capability, and effects; 14) illustrate the collaborative production functional architecture; and 15) make recommendations. Vendors submitting a response to this ''Sources Sought'' are requested to send their documentation as soon as possible but no later than thirty (30) days from the date of this CBD notice.
