The U.S. Department of Commerce/NOAA/NOS intends to negotiate on a
sole-source basis with the Intergraph Corporation to provide technical
support services for the Coast Pilot Publications System (CPPS). The
CPPS is a Standard Generalized Markup Language (SGML) based publishing
system. The system consists of a workstation manufactured by the
Intergraph Corporation, and ancillary hardware and peripherals procured
from commercial off-the-shelf (COTS) sources. The system was designed
to facilitate in-house production of eleven (11) Coast Pilot
Publications. The publications cover a wide variety of information
important to navigators of the U.S. coastal,intracoastal waters and
waters of the Great Lakes. The CPPS is comprised of SoftQuad, Inc.'s
Author/Editor (Version 2.1) and Frame Technology Inc.'s FrameMaker
(Version 4.0) software applications. The Contractor shall be required
to provide technical support services for resolution of production
problems, SGML questions, Document Type Definition (DTD) of text and
tables, and digitizing photographs and graphics. Contractor must
furnish and support all necessary DTD modifications and technical
documentation. The base period of performance is twelve (12), months
with four (4), twelve (12), month option periods. All responsible
sources shall respond by submitting a written narrative statement and
other technical literature demonstrating the ability to meet the above
requirements. Potential Offeror's must provide at least three(3)
technical references demonstrating experience in the publishing field,
graphics experience and a thorough knowledge of the Author/Editor and
FrameMaker software applications. The response must be sufficient to
permit agency analysis to establish a bona fide capability to meet the
requirement. No solicitation package currently exist. Telephonic or
Fax responses shall not be accepted. Failure to submit documentation
will result in the Government proceeding as above. Please refer to
