819-7119. The U. S. Postal Service (USPS) is seeking to prequalify
firms for the fabrication and installation of replacement AC drive
systems at the Bulk Mail Centers. The USPS intends to replace about 150
existing DC drive systems on parcel/sack sorters with AC drive systems.
The replacement AC drive system is defined as: AC drive controller
(employing digital technology with on-board input/output logic
interface and associated hardware) located in a single enclosure; high
efficiency AC motor with brake and shaft encoder. Firms that are
capable of manufacturing, installing, and providing engineering support
for AC drive systems are invited to request a prequalification package.
To be qualified firms must demonstrate 10 years experience in
manufacturing drive controllers, which includes but is not limited to
hardware and software documentation: technical training course
development and presentation; engineering service support; removal of
existing drive systems and installation of replacement drive systems;
designing and providing site specifice spare parts kits. After written
presentations are reviewed by USPS Prequalification Review Board, the
Postal Service will determine which firms are qualified and eligible
to receive the Request for Proposal (RFP). First article inspection is
required sixty days after contract award. Under this proposed
contract, the contractor will be required to custom redesign commercial
off the shelf equipment to interface with existing parcel and/or sack
sorter equipment. The contractor shall be responsible for removal of
existing drive system, delivery new drive system, installation of the
new drive system (using specific down-time windows so as not to
interfere with mail processing operations), and testing of replacement
sorter drive systems. Additionally, the contractor shall provide
documentation (software/hardware) package and grant USPS all necessary
rights to use subject documentation to develop a Drawing Package.
Also, the contractor shall develop and provide training at each
installation location as well as two technical training sessions at the
Norman, OK, facility. Firms interested in prequalification must request
a prequalification standards package no later than May 9, 1996. Your
request for the prequalification standards package may be submitted by

presentations will be due at this office by close of business May 24,
1996. Interested firms are reminded that only those firms determined to
be prequalified will be issued a RFP and considered eligible for
contract award. The award of the subject contract is contingent upon
evaluation of technical/management and pricing proposals. The complete
requirement is subject to normal USPS management approvals. The
tentative date for issuance of the RFP is June 10, 1996, with written
