synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation No. CNP-95075-MQ-29 is
issued as a request of proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-32. ITEM 1., DESCRIPTION Line Conductor, 795
KCM all aluminum bare conductor, Class AA, Code ''ARBUTUS'', 37
stranded wires, QUANTITY 149,000 feets, UNIT PRICE_, EXTENDED AMOUNT_,
MANUFACTURER:_, TOTAL CUBIC MEASUREMENTS_Cubic Feet. The shipment of
the line conductor shall be in non-returnable wooden reels of 5,000
feet per reel. Delivery terms shall be as follows, after receipt of
notice of award. Failure to check delivery may cause rejection of your
offer. F.O.B. DESTINATION JEFFERSON, LA, Panama Canal Commission, 6140
Jefferson Highway, Jefferson, LA 70123-5121 /__/ within 120 days f.o.b.
destination Jefferson LA (For supplies coming from within the U.S.,
CANADA or MEXICO); C.I.F./F.O.B. DESTINATION PANAMA, Panama Canal
Commission, Miraflores Generating Station, Miraflores, Republic of
Panama /__/ within 150 days, c.i.f. destination Panama (For supplies
coming from within or outside of the U.S., CANADA or MEXICO) or /__/
within 150 days, f.o.b. destination Panama (For supplies coming from
within Panama) after receipt of notice of award. Failure to check
delivery may cause rejection of your offer. Note: A differential will
be applied to offers quoted on an f.o.b. destination Jefferson LA basis
versus those quoted on a c.i.f. or f.o.b. destination Panama basis for
comparative evaluation. This differential is the equivalent of $155.00
per measurement ton of 40 cubic feet (MTON) from Jefferson, LA to
Panama. This is an average freight factor which includes the cost of
ocean freight, stevedoring and handling fees, and the cost of inland
freight in Panama. Provision 52.212-1 Instruction to Offerors -
Commercial Items (Oct 1995) applies to this acquisition, with the
exception of D and H. Provision 52.212-2 Evaluation, Commercial Items
(Oct 1995) applies to this acquisition. The Government will award a
contract resulting from the solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the government, price and past performance considered. The following
factors shall be used to evaluate offers: Price and Past Performance
(timely delivery of shipment and customer satisfaction - state name of
(3) three current or previous customers to whom you have supplied line
conductor during the past 3 years; provide contact person, telephone
and fax numbers. Price is significantly more important than Past
Performance. Include a completed copy of FAR provision 52.212-3,
Offerors Representations and Certifications-Commercial Items, with
offer. Clause 52.212-4 Contract Terms and Conditions - Commercial Items
applies to this acquisition. Clause 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executives Orders -
Commercial Items (Oct 1995). These clauses may be accessed Via Internet
