modification to the CBD announcement of 1/16/96. Due to a change of
strategy the original acquisition for 336 ea Target Acquisition System
(TAS), is being changed to a Broad Agency Announcement. This Broad
Agency Announcement (BAA) is to solicit innovative proposals for a
trade off study to integrate/non-developmental technologies into a
weapons mounted/manportable sensor system. This Trade-Off Study will
conduct the technology, risk, affordability, and producability analyses
which will define the optimum integration of Non-developmental
components into the Target Location and Observation System (TLOS). The
TLOS performs the sensor functions of optical/electro-optical target
detection, location, ranging, and day/night
reconnaissance/surveillance. The sensor system is either mounted on an
individual or crew served weapon, or handheld. The system is exprected
to be composed of a gated third generation image intensifier, laser
illuminator and pointer, eyesafe laser rangefinder, digital compass,
vertical angle measurement system, global positioning system (GPS) and
a digital data output capability. Power shall be provided by common
commercial batteries or by a battery currently available in the US Army
inventory. The study will identify potential cost and performance
tradeoffs, significant technical issues and/or propose concepts for
packaging. The study will develop a system performance specification,
determine risk associated with transition to a production program, and
provide cost estimates. Draft solicitation is expected to be placed on
EBB on or about 30 April 1996. Respondents to the draft solicitation
are encouraged to provide constructive comments regarding the draft RFP
NLT 7 May 96. Note: Respondents will not receive payment or committment
from the Government. The BAA is expected to be issued on 10 May 1996 on
the CECOM Electronics Bulletin Board (EBB). Point of contact for this

(RFPs) AND INVITATIONS FOR BIDS (IFBs) FROM GOVERNMENT TO INDUSTRY.
ALL INTERESTED PARTIES WISHING TO DO BUSINESS WITH CECOM ARE INVITED TO
ACCESS, OPERATE, SEND AND RECEIVE DATA FROM THE CECOM EBB SYSTEM. TO
BECOME A USER OF THE EBB, YOU WILL NEED AN IDENTIFICATION CODE AND
PASSWORD IN ADDITION TO A COMPUTER TERMINAL EQUIPPED WITH THE NECESSARY
HARDWARE AND SOFTWARE TO INTERFACE WITH THE EBB SYSTEM. A USER'S
IDENTIFICATION CODE AND PASSWORD WILL BE ISSUED UPON REQUEST ALONG WITH
INSTRUCTIONS FOR DOWNLOADING THE EBB USER'S MANUAL. ALL REQUESTS MUST
