Officer (907) 463-2418. Provide all labor, materials, equipment,
incidentials and transportation to upgrade wiring and programmable
controller on existing power plant located at Potato Point near Valdez,
Alaska. Upgrading of wiring shall include but is not limited to the
removal of existing wire from generators to the generator control
panels, master control panel and install overhead cable tray system for
new wiring runs. Upgrade of programmable controller from existing Allen
Bradley SLC 100 (24 VDC) to a Supervisory Control and Data Acquisition
(SCADA) System. (SCADA) System shall link MSO Valdez Tracking System
and Potato Point Radar Site together. Upgrade of programmable
controller shall include the capability to monitor and interact with
controller from varius manned and unmanned sites via personal computer
and microwave telephone communications. Existing transmitters and
receivers are manufactured by International Microwae Corp. The
transmitters are both ICM 7080XFM, the one at MSO Valdez operates at
7150 MHz, the transmitter at Potato Point operates at 7350 MHz. The
receivers are both model ICM 7080 XFM, the receiver at MSO valdez
operates at 7500 MHz, and the Potato Point receiver operates at 7150
MHz. The existing multiplex system is a Motorola Starplus CCITT direct
to line multiplexing system, multiplex cards available at each site
are 2 wire FX and CO 3 khz channel cards. Upon completion of the system
normal control of the power plant shall be from MSO Valdez and control
at Potato Point shall be via a laptop computer. The completed systems
shall permit on line troubleshooting, programming and editing of the
power plant operation file from additional sites as needs arise.
Provide training course(s) for operational and maintenance personnel.
New programmable controller power supply shall be 24 VDC. The
manufacturer of the controller shall be a provider of technical support
via remote dial-in over the phone line furnished by the government over
the microwave link from manufacturer's technical support group to
Potato Point Radar Site and MSO Valdez Tracking Center. The SIC code
for this procurement is 3613 and the number of employees is 750. SEE
