S -- ENERGY SAVINGS PERFORMANCE CONTRACT Sol A-96-05 due 090196. Contact Kathleen Lavinka, 202/622-0796/Contracting Officer, Rosa Perry, 202/622-0797. The Department of the Treasury intends to award a firm fixed priced energy savings performance contract for the Main Treasury Building and the Treasury Annex Building located in Washington, DC. This energy savings performance project will provide for replacing incandescent/halogen lights with florescent and installing T-8 electronic ballasts in the Annex Building, improving HVAC controls for both buildings, two 800 ton chiller replacements, and improving lighting controls in the Annex Building. Additional areas to be considered are the Main Treasury fan room intake upgrade, window replacement, weatherization, solar hot water system, and a steam trap maintenance and replacement. The Department of the Treasury buildings are historic sites, and any work undertaken shall be in compliance with Section 106 of the National Historic Preservation Act of 1966. All contractors gaining entry into the Treasury buildings shall obtain security clearances prior to entry. The contractor shall design, fabricate, finish, deliver, receive, store during erection, move in to and out of storage, care for during storage, erect, finance, own, start, commission, operate, maintain and repair the existing and new systems. The term of this proposed contract is limited to twenty (20) years and is authorized by Public Law 99-272, Title VIII. Monthly payment for services will be made from resulting energy cost savings. The facility will provide electricity from PEPCO and natural gas from production gathering. It is anticipated that the solicitation will be issued on or about May 31, 1996 and proposals received on or about July 31, 1996. The Main Treasury building will be undergoing a complete electrical system upgrade concurrently with the installation of the energy performance savings equipment. Treasury's main objective is to maximize the use of the energy savings performance contract in both buildings while avoiding any redundancy between the energy saving contract and the electrical modernization contract. The Main Treasury building's HVAC controls, chillers, fan room intake, miscellaneous motors and equipment, and steam trap work will be included in the electrical modernization contract and the successful contractor under the energy savings contract will be required to work with the electrical upgrade contractor to maximize the benefit of the energy savings program. The Annex building will not be included as part of the electrical modernization contract, therefore any energy savings performance equipment may be installed on an independent schedule. All responsible sources must be qualified by the Department of Energy under the Federal Energy Management Program.
