The Officer in Charge of Construction intends to negotiate with the Contra Costa Mosquito and Vector Control District of 155 Mason Circle Concord, CA for Mosquito prevention and control services at the Naval Weapons Station, Concord, CA on a Sole Source basis for a combination firm fixed-price/Indefinite Quantity Contract for a performance period of one year. Services shall include surveillance, integrated pest management procedures associated with reduction of mosquito breeding sources, ditch building to control tide movement which control larva, mapping of tidal movements to effectively control sources, vegetation mapping, marsh restoration, prediction of flood risk and vegetation response, mosquito productivity by species and by seasons, assessment of public impact both on and off the base, encephalitis disease monitoring and control, specialized equipment and vehicles that will minimize environmental impact on marsh land and application of appropriate pesticides for the control of larvae and adult mosquito populations on all grounds with in the Naval Weapons Station Concord, California. All work shall be performed by individuals currently certified by the California Department of Health Services as a Certified Mosquito Control Technician. The Contra Costa Mosquito and Vector Control District has authority to take all necessary steps to control mosquitoes on Naval Weapons or adjacent properties so situated with respect to the area that mosquitoes may disperse from adjacent lands onto the Weapons Station. The Contra Costa Mosquito and Vector Control District is the only entity capable of providing the necessary services.
