The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with One Touch Systems, Inc. (OTSI) a contract with up to five renewal options to acquire specific make and model viewer response system (VRS) equipment and software for up to 230 sites nationwide, as well as maintenance and optional upgrades for that equipment and software. The IRS's minimum requirements includes such VRS capabilities as: on-line student rostering, on-line courseware authoring, phonecall queuing, dual monitor control, student response graphic display, student speed-dail calling, and anonymous polling key. OTSI has approximately 80 percent of the VRS market, including Government Alliance for Training & Education (GATE) members with whom the IRS will share broadcast resources. Thus a sole source procurement is neccessary to meet the IRS's minimum needs which include full compatibility with GATE member agencies. See Note 22. (0122)
